Department of Housing Preservation & Development

The Department of Housing and Development (HPD) only has jurisdiction over residential buildings. Although HPD violations do not carry penalties, they must be corrected and require inspections to be resolved. There are cases where property building owners may be examined in an open litigation if HPD feels that there was not proper care to the buildings or if the owners acted in negligence.
